S.T.A.R. (School Tax Relief) Exemption

Town of New Castle residents may print a copy of the Application for School Tax Relief (S.T.A.R.) Exemption RP-425 through your browser from this web site, provided you have the FREE  Adobe Acrobat Reader on your computer. If you don't have Acrobat Reader, click on the Adobe highlight and download it from the Adobe Systems, Inc. web site. Fill out the form and return it to the Town of New Castle Assessor's Office
Filing Deadline is June 1st in Westchester County.

If you received an Enhanced STAR Exemption on your prior year school tax bill, You Must Re-apply And Submit Proof of Income to continue receiving the exemption.  You may print a copy of the Renewal Application for School Tax Relief (STAR) Exemption RP-425Rnw through your browser from this web site, provided you have the FREE Adobe Acrobat Reader on your computer.  Fill out the form and return it to the Town of New Castle Assessor's Office
Filing Deadline is June 1st in Westchester County.

The following documentation must be submitted with the S.T.A.R. application:

ENHANCED APPLICATIONS (Seniors ONLY):

  • Proof of Age: Copy of Birth or baptismal certificate
  • Proof of Residence: Copy of current driver's license
  • Proof of Income: 2006 Federal Income Tax return and a copy of your Social Security statements and all other back-up to your tax return.

The "enhanced" S.T.A.R. exemption for eligible Senior Citizens (age 65 or over) first applies to the 2008-2009 school taxes.  This is for Seniors who make less than $70,650. combined Adjusted Gross IncomeIf your application is granted, you must then re-apply each year thereafter in order to keep the "enhanced" exemption in effect.

A STAR Income Verification Program makes it even easier for seniors to benefit from the program each year. Seniors can now opt to supply their Social Security Numbers, and authorize the New York State Department of Taxation and Finance to verify your income eligibility each year.  Seniors who choose this option will not need to submit an application and copies of their tax returns to the Assessor every year, provided the Department of Taxation and Finance is able to verify their income eligibility.  To choose this option, seniors must complete form RP-425-IVP and submit it to the Assessor along with a traditional STAR application and a copy of their 2006 income tax return(s) by June 1st, 2008.  The RP-425-IVP form is available from the Assessors Office or may be downloaded from the New York State website, http://www.orps.state.ny.us/ref/forms/pdf/rp425ivp.pdf  You will need the FREE  Adobe Acrobat Reader to View and print the form from your PC.

BASIC APPLICANTS:

  • Proof of Residence: Copy of current driver's license.

The "basic" S.T.A.R. exemption for eligible non-seniors and seniors first applies to the 2008-2009 school year taxes.  If you own your primary residence, your property should be eligible for the "basic" S.T.A.R. exemption, but you must apply for it.  If the "basic" exemption is granted you usually do not need to reapply in subsequent years.  However you must notify the Assessor's Office if your primary residence changes.

Town of New Castle Residents may apply for either the "basic" or "enhanced" S.T.A.R. exemption you must file application form RP-425  or to renew their Enhanced STAR exemption, form RP-425Rnw, and send it to:
