Town of New Castle Development Plans and Reports

This Web page lists the documents concerned with the Town of New Castle's Development Plans and Reports that have been generated over the past several years.  In most cases you will need the Adobe Acrobat Reader software installed on your computer to view and/or print out these documents. Keep in mind that some of these Acrobat (.pdf) files are many megabytes in size and may take some time to download to your PC depending upon the speed of your Internet connection.

• The Town of New Castle is looking to enhance the identity of downtown Chappaqua as a vibrant town center. This renewed community vision for the downtown, facilitated by Project for Public Spaces, Inc. (PPS), will help ensure that the town grows and matures in an integrated way that best supports the community. In June of 2007, PPS submitted a report for their findings.

• You may view the March 2003 Vollmer Comprehensive Plan for the Hamlet of Chappaqua. - OR - You may download and view, with Adobe Acrobat Reader, the 54 page Vollmer Report concerning the Comprehensive Plan for the Hamlet of Chappaqua. Since this is a 30mb file, it will take some time to download to your PC.

• You may download and view, with Adobe Acrobat Reader, the total 250 page James Lee Witt Draft Report (January 2003) concerning Indian Point or the Appendices of the Report.  You may also view the New Castle Town Board's January 28th, 2003 Resolution in response to the James Lee Witt Draft Report and the New Castle Town Board's Four Resolutions concerning Indian Point.

• 2001 Sewer Report from Town Board Member John S. Diaconis.

• The Millwood Design Guidelines were adopted in February 1993 and amended in March 1999 and must be reviewed in conjunction with Section 60-350 of the New Castle Zoning Law.

• The November 1989 Town Development Plan is sectioned into six parts: Booklet Cover; Table of Contents; Basic Studies; Town Development; Plan Implementation; and a Map.
